AI Policy Overview

Lawmakers in Connecticut have signaled that they intend to take a deliberate, measured approach to AI regulation through a 2023 law (CT SB 1103) establishing an Office of Artificial Intelligence as well as a task force to study AI and develop an AI bill of rights. The working group has until February 1, 2024, to produce a report with their recommendations on the use of AI in state government and the private sector. Additionally, the law requires the Department of Administrative Services to inventory AI systems in use by any state agency by December 31, 2023, and annually thereafter.

In February 2024, the AI Task Force issued its final report that issues several recommendations, many of which have already been incorporated into lawmakers’ comprehensive AI legislation (CT SB 2, which we analyzed here).

Deepfakes

In 2025, Connecticut enacted a law (CT HB  7287) addressing sexual deepfakes. This law establishes the offense of “unlawful dissemination of an intimate synthetically created image,” which occurs when a person intentionally disseminates an intimate synthetically created image of another in a sexual manner, knows the image is synthetically created, and disseminates the image intending to cause harm or if the individual depicted suffers harm as a result of the dissemination.

Legislative & Regulatory History

  • 2025 - Connecticut enacted CT HB 7287, which establishes the offense of unlawful dissemination of an intimate synthetically created image.

  • 2023 - Connecticut enacted CT SB 1103, which established an Office of AI, a task force to study AI and develop an AI bill of rights, and requires the government to inventory AI systems in use by state agencies on an annual basis.
